I am sorry to hear your boyfriend is finding hard to get a job  but there could be number of reasons.
Does he have a work permit? If he has a work permit then i am sure there are plenty of part time jobs ( if not full time jobs) he could do depending on what he wants to do.
Please give us some details on his skills and what he wants to do etc this would help us to ask around..
