Ban all cars, lorries, buses etc, convert the roads over to tramways!!!! that way, if it runs on rails, there can be no accidents!!!! heck, no, sadly even accidents happen then. I know, lets go back to the horse and cart, free manure for everyone then. oops, no can't do that, someone will slip on the manure, and sue!!
Just ban everything on wheels, and walk!!!
